張友浪，Texas A&M University政治學(xué)博士，中國(guó)人民大學(xué)公共管理學(xué)院公共財(cái)政與公共政策研究所講師，主要研究方向?yàn)檎哌^程、官僚政治、協(xié)作治理、公民參與等。在《管理世界》，Public Administration Review, Journal of Public Administration Research and Theory, Public Administration, Policy Studies Journal, The China Quarterly等中英文期刊發(fā)表論文二十余篇，主持和參與多項(xiàng)國(guó)家級(jí)研究課題，出版英文專著一部。
講座內(nèi)容
Though governments have been contracting nonprofit organizations (NPOs) frequently to provide public services, the mechanisms by which such funding relationships are formed remain understudied. In particular, little is known about why civil servants are more willing to direct funding to some NPOs than others. Based on previous research on government funding for NPOs, this article puts forward a theoretical framework that combines NPOs’ internal and external management strategies to explain civil servants’ preferences for funding specific NPOs. Based on an original conjoint experiment on 1,206 civil servants from China from 2020 to 2021, the analysis found that civil servants generally value NPO characteristics of rationalization, professionalization, collaboration, cooptation, and a prior history of receiving funding from the government. A series of relevant robustness checks were used to validate the theorized relationships. Thus, these findings have important implications for both future research and efforts to promote government–nonprofit contracting.
